Ilie BOTOȘ is a Romanian 4 star general (retired – 2016).
Prior to 2016, Ilie BOTOȘ was Secretary of State Public Security Department in Ministry of Internal Affairs and Secretary of State National Security Component led by Vice Prime-Minister for National Security Issues.
Between 2006-2013 he worked for the National Defense Ministry (Deputy Director of Defense intelligence General Directorate, Chief of Military Intelligence Directorate and coordinator of Romanian Army Special Operations Component then General Director of Defense Intelligence General Directorate: rank – General).
As a graduate of Law, he also activated in the field of Justice for more than 13 years where he covered all professional stages starting from prosecutor, military judge, military prime prosecutor to Deputy General Prosecutor of the National Anticorruption Prosecutor’s Office and General Prosecutor of the Prosecutor’s Office attached to the High Court of Cassation and Justice, coordinator of investigation in organized crime and Terrorism problematics.
His military and law experience are completed with educational activities as a lecturer at the most prestigious Law Faculties in Romania: Cluj-Napoca and Bucharest, within the Forensic Investigation Department. He also coordinated master courses in criminal intelligence at the Lucian Blaga University of Sibiu.
In terms of international cooperation and experience he graduated from School for Governmental Studies John F. Kennedy – Senior Executive Fellows program, The national and international security Program, Black Sea Security Program, Harvard University (2007).
In 2003 he participated at The International Congress (Combating Terrorist Activities Financing), organized by Marshall Center for Security Studies, F.B.I., U.S. State Department and U.S. Treasury, in Garmish – Germany.
In 2019, after almost 36 years of research, experiences and experiments (to which he himself has been a subject since early childhood), Ilie BOTOS laid the foundation of a unique multi branch system: one concerned with Human Development, called Integrated Body Intelligence Reflex Training Methodology (Quantakinetic Operational Fitness), the second focuses on Anti-Terrorism and Anti-Crime Research – the “Multispectrum” program and last but not least, the “Multisport” program.
