
Eman Blair is the Executive Vice President for Data and Enterprise Transformation at Pentagon Federal Credit Union, where she leads enterprise-wide transformation and portfolio management to align technology, data, and Artificial Intelligence with strategic business goals. She drives the safe and secure deployment of AI solutions and oversees modernization initiatives that enhance member experience, strengthen resilience, and improve operational efficiency. She sets the strategic direction for data and technology programs while steering long-range initiatives that support the Pentagon Federal Credit Union’s continued growth.
Prior to joining Pentagon Federal Credit Union, Eman retired from the Central Intelligence Agency in 2023 after more than two decades of distinguished service, earning the Distinguished Career Intelligence Medal. Over the course of her career, she served in a series of senior executive roles across both headquarters and overseas assignments. She was the Senior Representative of the CIA Director to the Department of Defense, Chief of Digital Innovation for Europe and for the Counterterrorism Mission Center, Chief Data Officer, and Deputy Chief Information Office, where she oversaw cloud adoption, data science, and cyber programs. She also served as a Chief of Leadership Development at the CIA Leadership Academy, where she was responsible for the leadership development of mid-level managers and senior executives.
Her portfolio consistently blended mission expertise with transformative technologies, advancing U.S. national security through innovations in cyber operations, open-source exploitation, and data-governance frameworks. Since retiring from government service, Eman has held senior corporate leadership roles that leverage her expertise in defense technology, cybersecurity, and data strategy. She also serves as a Strategic Advisor to Primer AI and Enveil, Inc and is an Affiliate of William & Mary’s Whole of Government Center of Excellence. She remains a sought-after voice on responsible AI adoption, national security technology, and digital transformation strategy.
Her career spans three decades across government and industry, bridging public and private sector innovation and transformation. Before joining the CIA, Eman worked at Booz Allen Hamilton, where she guided federal clients through IT modernization and change-management initiatives.
Eman holds an M.S. in Business and Leading Innovation from Durham University in the UK, an MBA and an M.S. in Management Information Systems from the University of Maryland in the US, and a B.S. in Marketing and Strategic Management from Kuwait University.Eman Blair
