
Brian Goodwin, CAPT (Ret) USN is a CACI, Inc. Senior Analyst supporting US Central Command’s Operations Directorate (CCJ3) counter-narcotics, counter-terror, counter transnational organized crime programs on MacDill AFB Tampa FL. He was Capture Lead for LOGCAP V, and a Senior Project Director for Parsons Corporation following transition to corporate life from the US Navy in 2014. Brian’s service at sea includes onboard USS LOS ANGELES (SSN 688), USS ESSEX (LHD 2), and USS WASP (LHD 1). Shore assignments included the 108th Congress as a Defense Fellow to Senator Jeff Sessions (R-AL), Lead Business Manager for NAVSEA’s Submarine Acquisition Program, the Defense Logistics Agency, the Navy Staff, the Joint Staff, and as US Special Operations Command’s Director of Logistics (J4). He has numerous afloat and overseas deployments to include Operation Iraqi Freedom (OIF), Operation Enduring Freedom (OEF), and Desert Storm.
Brian earned Defense Acquisition Workforce Improvement Act (DAWIA) Level III Business/Financial Manager (BFM) credentials, and is a Navy Major Command Comptroller, He is qualified in Submarines and as a Naval Aviation Supply Officer. He holds master’s degrees from the University of Georgia (MPA), The Naval Postgraduate School (MS Finance), and the National War College, Industrial College of the Armed Forces (MS National Resource Strategy)-Graduate with Distinction, and a bachelor’s degree from Tarkio College in Philosophy, Political Science, and English (magna cum laude). He has extensive executive education and professional certifications.
His affiliation with the Global SOF Foundation extends to the GSF standup with service on GSF’s Board of Directors from 2014 to 2020 and assisting the GSF in establishing the initial GSF legislative and policy imperatives platform.
